Position Overview: Level 1
Assists with the validation and completion of Unliquidated Obligations (ULOs)
Assists the Government Business Contract Management Offices with conducting End of the year activities and the completion of the data calls
Enters requisitions in the NSA’s financial management system that include all necessary information and documentation
Prepares non-complex Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO) and their associates requisitions
Processes incoming MIPRs and EAOs using standard BM&A process to ensure Agency acceptance
Creates and maintains spend plans in the Agency’s financial management system to document Government-specified requirements
Modifies requisitions and associated documentation to comply with contracting’s guidance to assist the obligation of funds
Assists the Government Program Managers in tracking requirements through execution tracking and monitoring requisitions through the approval and certification process and to the subsequent destination
Pulls financial reports and data from agency systems to include FACTS, CMIS, EDSS, and CDW
Utilizes established NSA acquisition and financial management policies, procedures, regulations, and tools
Level 2; in addition to level 1 responsibilities:
Assists the government in monitoring of proper financial code usages
Assists the government in responding to internal and external financial data inquiries
Provides financial status reports to Government Program and Business Management Offices and recommends funding sources
Prepares financial briefing materials for Government financial reviews
Assists in the creation of budget or financial planning for an organization, program, or cost center to identify potential variances
Prepares task requests, point papers, briefing charts, spreadsheets, and other documents within prescribed timelines for government review
Assists with the interpretation of requests for data and facts
Minimum Qualifications:
Level 1 (Junior Level)
Four (4) years of DoD/IC experience in purchasing or finance; or six (6) years of combined DoD/IC and commercial experience in purchasing or finance required.
Associates degree or higher in a business or related discipline from an accredited college or university may be substituted for two (2) years of experience
Proficiency with Microsoft Excel to include creating formulas and pivot tables
NSA’s financial management system and its interfaces (currently FACTS, CMIS and CDW) experience is preferred
Level 2 (Mid-Level)
Bachelor’s degree in a business or related discipline from an accredited college or university is required
Eight (8) years of DoD/IC experience in purchasing or finance; or ten (10) years of combined DoD/IC and commercial experience in purchasing or finance; or programs and contracts of similar scope, type, and complexity required
In lieu of a degree, Program Management Professional (PMP) certification, Certified Defense Financial Manager (CDFM), or DAWIA Level I in Business/Financial Management and three (3) years of directly related experience for a total of eleven (11) years of DoD/IC purchasing/finance experience, or thirteen (13) years of combined DoD, IC and commercial purchasing/finance experience may be substituted
In lieu of certification, an additional two (2) years of directly related experience for a total of thirteen (13) years of DoD/IC purchasing/finance experience or fifteen (15) years of combined DoD, IC and commercial experience may be substituted
Experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance
Experience in budget planning, budget preparation and budget execution for acquisition programs
Proficiency with Microsoft Excel to include creating formulas and pivot tables
NSA’s financial management system and its interfaces (currently FACTS, CMIS and CDW) experience is preferred
