Position Overview:
Writes requirements documents to include Statements of Work, Statements of Objectives, Technical Task Orders, Labor Categories, and Performance Work Standards
Supports the Government Program Managers in the identification and collection of Minimum Acquisition Requirements
Coordinates and schedules pre-acquisition meetings
Drafts Competition in Contracting Act (CICA) justifications, conducts market research and surveys, and analyzes and documents results
Assists the Government in documenting source selection plans and proposal requirements to include writing Source Selection Plans, Proposal Preparation Instructions, and Proposal Evaluation Criteria
Provides assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management
Writes Award Fee Plans documenting the Government’s strategies to incentivize performance
Sets acquisition strategies by recommending strategies that take into account the specific set of requirements, any schedule considerations, and the relevant acquisition policies
Assists the Government in providing oversight and compliance review of acquisition documentation at all levels of preparation
Advises in the interpretation and tailoring of DOD/NSA acquisition regulations and memorandums to ensure affordable, supportable, and effective systems are delivered to the customer
Assists in developing Major System Acquisition program documentation and prepares for milestone decisions
Minimum Qualifications:
TS/SCI with polygraph clearance is required
Bachelor’s Degree in a business or other relevant technical discipline from an accredited College or University is required
Minimum twelve (12) years of experience in DoD/IC acquisition management, contracting, or contract management is required.
Minimum three years’ experience writing pre-solicitation documents in compliance with NSA/CSS Policy 8-2, including annexes, or another DoD/IC Agency’s similarly guiding acquisition policy.
In lieu of a degree, DAWIA Level II in any focus area and an additional three (3) years of directly related experience may be substituted.
In lieu of certification, minimum three additional years of directly related experience for a total of eighteen (18) years may be substituted.
Experience in DoD/IC source selection desired.
